Consumers: Human Rights Committee

 ECBH HUMAN  RIGHTS COMMITTEE

The  ECBH HUMAN RIGHTS COMMITTEE  (HRC)  plays a vital role for  consumers and their families by  ensuring the protection of client rights for consumers of mental health, developmental disabilities and substance  abuse services. The ECBH HRC works cooperatively with consumers, their family members, and ECBH staff to ensure the nature and quality of services provided to consumers is always respectful of the person’s rights.

What Is a Local Human Rights Committee?

The ECBH Human Rights Committee is comprised of volunteers who donate their time and represent mental health, developmental disabilities and substance abuse providers, professionals, and consumers. ECBH staff  assist the committee but do not vote. The committee's responsibility is to oversee compliance with North Carolina client rights and confidentiality laws; and to oversee procedures established for processing grievances, alleged abuse of rights, and concerns about restrictive treatment and access to services.

What is expected of members of the HRC?

Volunteers who serve on the HRC are expected to follow the rules of  HRC’s as  written  in state laws and rules. Members  are expected to adhere to strict confidentiality  of consumer information, and to  attend the quarterly meetings.

When does the Local Human Rights Committee meet?

The ECBH HRC holds quarterly  meetings at 12:00 p.m.  (until 1:30 pm) on the fourth Wednesdays  of January, April, July, and October.   These meetings are held at the Greenville office of ECBH located at  112 Health Drive. Minutes of the meetings are posted on this website.  For the convenience of the committee members, the meetings can be attended via video conference at our New Bern, Ahoskie  and Greenville offices.

The ECBH HRC  is currently recruiting  new members.
