The enclosed Local Business Plan was developed by staff from Neuse Center, Pitt County Mental Health, and Roanoke-Chowan Human Services.  The three exsiting agencies plus Beaufort County merged on July 1, 2007 to become East Carolina Behavioral Health (ECBH).  The plas was developed after receiving much input from our CFACs and many other stakeholders throughout the nine county region.
